The very first LASER was build on May 16 1960, by Thoedore Maiman, at the Huges Research Labratory in California. Although this is a group effort, due to his work using the theories of Charles Townes and Arthur Schawlow. Including Albert Einstien's theory, the theory of stimulated emmission. Schawlow contributed to the development of laser spectroscopy and Townes was inventor of the maser. Townes was known for his work on the theory and application of the maser. (microwave amplification by stimulated emission of radiation)
